This study examines how unmet need is defined and applied across HTA agencies evaluating solid tumour therapies. Analysing over 800 HTA reports from seven countries, the study developed a structured framework categorising unmet need into availability-based, outcome-based, and experience-based dimensions.
Key findings showed that availability-based unmet need — reflecting limited treatment options — was the most commonly cited category across agencies. However, unmet need classifications were not significantly associated with positive HTA outcomes, suggesting that unmet need alone may not predict reimbursement decisions. Presented at ISPOR 2025, the research highlights the importance of a more consistent and transparent framework for assessing unmet need across jurisdictions.
